On October 16, 2017, the City of McKinney implemented a new land management software system from Tyler Technologies called EnerGov. Applications, payments and requests can be made through the Citizen Self Service Portal (CSS). Additionally, CSS will streamline processes for developers, improve data quality and increase public access to information from the Development Services Division. Inspectors, code enforcement officers and other land-use officials will also be able to update and access data in the field, providing timely and relevant data to help management make better decisions.

Permit or plan applicants can access the CSS portal from a computer, tablet or smart phone to create a new account, apply for permits, make payments online, request inspections, create new development cases and view real-time data.

Residents can access the CSS portal without an account to view limited information regarding development activity.

How Do I Request a Building Inspection?

The IVR phone number for calling in building inspections has not changed. The IVR phone number will remain 972-547-7460.

  • Permits that were issued prior to October 16, 2017 have a new phone access code that matches with the existing permit in the new system. A list of new phone access codes is now available at the link above. Have your existing permit number available and visit this page to get your new phone access codes. To search the linked document, press Ctrl F (PC) or Command F (Mac) and type in your permit number to quickly locate your permit access codes. 
  • Refer to the list of new inspection codes when using the IVR phone system to call in your inspections.
  • Once you are registered in CSS, and are linked to any permits that were pulled before October 16, 2017, you also have the ability to call in inspections through your CSS account and are no longer limited to only using the IVR system.
  • Please note that the only department that uses the IVR phone system or CSS for requesting inspections is our Building Inspections Department. To request Engineering, Planning, Fire, Health or Parks Department inspections, please call those departments directly as in the past.

I have active permits that were issued prior to October 16, 2017 and are not showing up in my CSS dashboard.  How do I fix this?
